The Council is mandated to:

1. Formulate non-binding strategic frameworks for the deployment of next-generation networks (5G/6G).
2. Coordinate with international bodies (ITU, GSMA) to ensure cross-border regulatory consistency.
3. Assess the resilience of critical digital infrastructure, including submarine cables and terrestrial fiber backbones.

The Council operates as a think-tank and policy formulation body. It does not exercise executive power over commercial operators but advises legislative and executive authorities on optimal regulatory environments.

All digital assets, research data, and policy drafts generated by the Council are classified as sovereign intellectual property and are subject to strict data classification protocols.

This mandate is effective immediately upon publication in the Official Digital Repository.
