The Council is established as an independent advisory body, working in coordination with relevant authorities. It provides strategic guidance and technical standards for all telecommunications activities within the sovereign territory.
The Council shall exercise its mandate without interference from any executive body, subject only to constitutional oversight and judicial review as prescribed by law.
The Council is the sole custodian of the National Frequency Allocation Plan (NFAP). It holds the right to auction, allocate, or revoke frequency bands (2G, 3G, 4G, 5G, and beyond) to ensure non-interference and national security compliance.
All spectrum assignments shall be subject to periodic review. The Council reserves the right to revoke allocations for reasons of national security, technical incompatibility, or failure to meet deployment obligations.
In coordination with national defense bodies, the Council mandates the technical specifications for all imported telecommunications equipment to prevent espionage, cyber-attacks, or unauthorized data exfiltration.
All core network equipment, including but not limited to routers, switches, base stations, and transmission systems, shall undergo mandatory security certification before deployment on any public telecommunications network.
The Council shall enforce regulatory frameworks mandating the storage of sensitive citizen data (Financial, Health, Government) within physical servers located on sovereign soil.
Cross-border data transfer of classified or sensitive information requires explicit Council authorization, subject to intergovernmental agreements and reciprocity arrangements.
Submarine cable landing stations in the Red Sea and Mediterranean are designated as "Critical National Infrastructure" (CNI Category A), subject to direct Council oversight and military-grade protection protocols.
Exclusion zones shall be established around all landing points where unauthorized maritime activities are strictly prohibited.
