Official guidance on telecommunications regulation, equipment compliance, spectrum licensing, and SIM registration requirements.

Category 01

Public Health & Safety

All licensed towers must comply with ICNIRP electromagnetic field safety guidelines. The Council conducts periodic field measurements; any installation exceeding 0.1% of the safety threshold is subject to immediate shutdown and remediation. Citizens may request an EMF compliance report for any tower within 500 meters of their residence.

Contact the National Hotline (155) or submit a formal complaint through the Official Grievance Portal. Include the GPS coordinates or nearest landmark. The Enforcement Directorate is obligated to investigate within 15 working days.

Category 02

Equipment Import & Type Approval

Submit a Type Approval Application through the Services Portal. Include the FCC/CE marking documents, frequency emission reports, and SAR test results. Processing takes 10–21 business days. Expedited review is available for critical infrastructure equipment.

Devices operating on military-reserved frequencies (225–400 MHz), unlicensed signal jammers, and IMSI catchers are strictly prohibited. A full list is available in Regulatory Annex B-2026. Violation carries penalties up to EGP 5,000,000 and equipment confiscation.

Category 03

Spectrum Licensing

Spectrum allocation requests must be submitted to the Frequency Management Bureau. Applications require: technical specifications, interference analysis, and proof of legal entity registration. The allocation process follows ITU Radio Regulations and national spectrum plan priorities. Contact the Bureau through the Communications Portal.

Unauthorized spectrum use is a criminal offense under Telecommunications Act No. 10/2003. Penalties include: equipment seizure, fines up to EGP 10,000,000, and imprisonment for up to 3 years. The Spectrum Enforcement Division operates mobile monitoring stations across all governorates.

Category 04

SIM Registration

Egyptian nationals: valid National ID. Foreign residents: valid passport with residency stamp or residence permit. Corporate: commercial registration, authorized signatory letter, and valid ID of the representative. Biometric verification (fingerprint) is mandatory at point of sale.

Deadline: 31 December 2026. All SIM cards must be re-registered with biometric data at authorized operator outlets. Unregistered SIMs will be deactivated without notice after the deadline. This directive applies to all mobile operators licensed in the Arab Republic of Egypt.
